Delegates represented in the General Assembly are nominated by the national organisations. Each national delegation, with the exception of associate members, has one vote.

The General Assembly has the necessary powers to approve the accounts, set the Budget, and appoint members to the Board. It lays down the details of COCERAL's work and ratifies the decisions taken by the Board.
