The Board consists of two representatives per member country, proposed by the national delegations and elected by the General Assembly.

The Board elects from amongst its members the President and the Vice-President of COCERAL for a two year term of office. The Vice-President automatically succeeds the President when the latter's term of office expires.

The Board prepares the work of the General Assembly and carries out the decisions taken by it. The Board may set up committees or working groups and assigns particular tasks to them.
